Does it include the filter element?

No. The filter element (such as 2010SM, 2010TM, or 2010PM) is a separate item and is not part of the seal kit.

Are replacement bowls, drain valves, probes, and heaters included?

No. Those components have their own service kits and part numbers. RK15211 contains only the seals/O-rings required for rebuilding the assembly.
